Consisting of 56 pillars and a pair of small triumphal arches surrounding a square and fountain, it sits on the National Mall in Washington, D.C., on the former site of the Rainbow Pool at the eastern end of the Reflecting Pool, between the Lincoln Memorial and the Washington Monument.

The Rainbow Pool was a reflecting pool located on the National Mall in Washington D.C., USA. It was designed by landscape architect Frederick Law Olmsted, Jr., and was situated between the Lincoln Memorial Reflecting Pool (to the west), and 17th Street NW (to the east). The pool was renamed the Rainbow Pool on October 15, 1924 after it was noticed that its 124 nozzles created a "perfect rainbow" when turned on.

It covers four acres and includes the Stone of Hope, a granite statue of Civil Rights Movement leader Martin Luther King carved by sculptor Lei Yixin. The inspiration for the memorial design is a line from King's "I Have A Dream" speech: "Out of the mountain of despair, a stone of hope." The memorial opened to the public on August 22, 2011, after more than two decades of planning, fund-raising, and construction.
